Develop financial incentives and fee structure with special attention to smallholder farmers. Support the establishment of irrigation water users associations.

Upgrading the adoption of modern irrigation techniques and providing extension services:

Encouraging the adoption of modern irrigation techniques at the field level. Training farmers to effectively manage irrigation water through the Irrigation Extension Services Center.

Strengthening monitoring in compliance with standards to raise the efficiency of water use.

Establishing a strong monitoring system for water, soil and environment. Adopt effective irrigation schedules to achieve water use goals. Building water and soil quality test facilities.

Achieve optimal irrigation water supply and provide it to ensure resource sustainability:

Executing dams use projects and improving rainwater harvesting. Increase reuse of treated wastewater in the irrigation sector. Construction and rehabilitation of irrigation and drainage networks and their infrastructure.
